College Board has confirmed that there are two Module 2 forms per section and that routing is based on Module 1 performance, but it has not released the precise cut score. The 65–70% figure is a community-inferred estimate, not an official number.
Why Module 1 is fixed
Module 1 serves two purposes: it contributes to your final section score, and it generates an early ability estimate that determines Module 2 routing. Because every test-taker sees the same Module 1 difficulty mix (a balance of easy, medium, and hard items), the routing decision is fair and comparable across the population.
This is a deliberate design choice. A fully adaptive test that changes difficulty after every question would be harder to scale, harder to review, and harder to explain to admissions officers. The two-stage design preserves most of the precision benefits of adaptive testing while keeping the format auditable.
What happens at the routing boundary
When you finish Module 1, Bluebook scores the module locally and selects Module 2 from a small bank of pre-built forms. The transition is silent — you get a 10-minute break between sections, but between modules within a section there is no break. The next module simply loads.
If your Module 1 performance lands very close to the routing boundary, you are still routed into exactly one of the two Module 2 forms. There is no intermediate path. This is the core asymmetry behind why Module 1 mistakes cost more than they look.
Module-adaptive vs. question-adaptive (CAT)
A full computer-adaptive test (CAT), like the GRE used to be at the question level, picks the next question based on every previous answer. The Digital SAT is not that. It is two-stage adaptive: one routing decision per section, not 27. This is sometimes called multistage adaptive testing (MST).
The practical difference: on the Digital SAT, you can move backward and forward within a module, flag questions, and change answers. On a question-level CAT, you usually cannot. The MST design preserves test-taker control inside each module while still adapting to ability.
What this means for your prep
Because routing happens once per section, Module 1 carries disproportionate weight in determining your score ceiling. The questions inside Module 1 are not individually harder than Module 2 questions on average — but their information value for routing is high. Treat the first 27 questions of each section as the gate, not as a warmup.

FAQ
Can I tell which Module 2 (easy or hard) I got on the Digital SAT?
Bluebook does not display a label telling you which Module 2 you were routed into. Most test-takers infer it from the difficulty of the questions they saw. Your score report does not state the routing either.
Is the harder Module 2 always better for high scorers?
Yes. The easier Module 2 has a capped maximum composite score because it is statistically calibrated for lower-ability test-takers. To reach the top of the 200–800 section range, you must be routed into the harder Module 2.
Does Bluebook tell me my routing path?
No. Bluebook does not display routing decisions during or after the test. The adaptive logic happens silently between Module 1 and Module 2.
Do Reading & Writing and Math route independently?
Yes. Each section is its own two-module adaptive unit. Your R&W Module 1 performance only routes your R&W Module 2, and the same is true for Math. Strong Math does not help your R&W routing.
Can guessing in Module 1 help my routing?
There is no wrong-answer penalty, so leaving Module 1 questions blank only hurts. Strategic answering of every Module 1 question is the right call, but random guessing will not reliably push you into the harder Module 2.
